PEP

PEP (Primary Enrichment Program) is offered at each elementary school. PEP services may include, pull-out or push in model, and/or differentiated instruction within the classroom. SAGE/PEP teachers provide support for these services. Students work on special enrichment projects that incorporate a high level of cognitive demand.

Qualifying for PEP

Initial Kindergarten Placement

During their kindergarten year, all Issaquah students are screened using CogAT screener. The screener is administered in the child's regular classroom in November. Student scores will be added to Family Access in December, families will receive an E-News notifying them when this occurs. Students who meet screening criteria will be invited to participate in further testing using two different measurement tools:

  1. Iowa Achievement Test
  2. Cognitive Abilities Test (CogAT)

The tests are administered in a small group by school testing proctors in December. The testing schedule can be found on the District Assessment Calendar.

Scores from both tests are considered when determining placement for the second half of the school year. Typically, students who score in the top two percent or above in ALL areas qualify for PEP. Based on all Issaquah kindergarten students' scores, the district will identify its most highly capable students for selection into the program.

A multidisciplinary selection committee of qualified District personnel (WAC 392-170-055; 392-170-070) reviews test results, approves selections for program services, and reviews appeals. This committee, operating within the constraints of the Washington Administrative Code, strives to consider the learning needs of every student, reviewing data to get as complete a profile as possible for selection and placement. No decision about selection or placement in programming is made unilaterally. Decisions are made by a team of professionals who strive to ensure to the greatest extent possible fair and equitable consideration of all students in the Issaquah School District. They meet regularly throughout the year.

Students qualifying for PEP will be notified of their placement.

Referral and Placement after Kindergarten

Students who were not selected in the winter of their Kindergarten year are not eligible for referral prior to the winter of their second grade year. At that time, all current second grade students will be referred by the District for Highly Capable Program consideration.

Students who enroll after the kindergarten assessment window may be referred within ten (10) business days from the enrollment date.

All students will be retested in the spring of second grade to determine eligibility for the Highly Capable Program in grades three through five. Second grade assessment results for students already qualified for services in the Primary Enrichment Program will be used to determine appropriate placement decisions for grades three through five.
