Administrative Regulations Manual & Procedures

Under Policy Governance®, within the directives and limitation listed in the Board Governance Policies, the Board delegates the development and implementation of Administrative Regulations and procedures to the Superintendent and staff, except in regard to issues for which they are mandated by law to take direct action. A comprehensive review and revision of all District policies and procedures was completed between August and December 2015, and the conversion to an Administrative Regulations Manual was completed on February 1, 2016.

Regulations establish legal records and standards of conduct for the school district. Regulations can provide a bridge between the School Board's philosophy and goals and the everyday administration of programs.

The Issaquah School District is continually updating Regulations and procedures to keep current with state laws and regulations as well as best practices. Regulations or procedures on this website may be in transition or in process of being revised. Issaquah School District expects school administrators, teachers and support staff to be informed and aware of life threatening allergic reactions (anaphylaxis) and how to deal with the resulting medical emergencies. Affected students require planned care and support during the school day and during school sponsored activities.

Parents/guardians are responsible for informing their child’s school about potential risk for anaphylaxis and for ensuring the provision of ongoing health information and necessary medical supplies.

If parents report that a child has a life threatening allergy, but provide no life saving medication and/or medication or treatment order, the student may be excluded from school to the extent that the District can do so consistent with federal requirements for students with disabilities under the Individuals with Disabilities Act and Section 504 of the Rehabilitation Act of 1973, and pursuant to the following due process requirements:

  • Written notice to the parents/guardians will be delivered in person or by certified mail. The Notice will inform the parents of the applicable laws and implementing rules and include a copy of the laws and rules.
  • The Notice will order the student excluded from school effective immediately upon receipt of the Notice.
  • The Notice will describe the rights of the parents and student to a hearing, describe the hearing process, and explain that the exclusion will continue until either the necessary medication or treatment plan is received, or until a hearing officer determines that the student is no longer excluded from school.

While it is not possible to achieve a completely allergen-free environment, Issaquah School District will take reasonable measures to avoid allergens for affected students, and will train staff in the awareness of anaphylaxis and prepare them to respond to emergencies. Additionally, student-specific training will be provided for appropriate personnel when necessary.

The Superintendent or the Superintendent’s designee shall establish administrative procedures to further the intent of this Regulation. The guidelines for care of students with anaphylaxis developed by the Office of the Superintendent of Public Instruction will be used when developing these procedures.
